Cyber Town in the Snow

Deep in the mountains 300 killometers northwest of Tokyo, the agricultural village of Yamada-mura rests some good blanket of snow. During winter heavy snow fall leaves the 2000 residents with a lot of time on their hands. However, these days their idle hands are busy operating computers. Almost all the households are now part of the local area network. When the junior high school requested an Internet connection in 1995, the village applied to join the new government program. The following year a computer network was installed throughout the village to study the benefits include communications upon the lives of the residents. The telecomunications controlled with the information center is the heart of the village's information network.
Almost no one had touched a computer before they were distributed in the village. Hiwako Tajima is one those who had never used a computer before. She has expaned her circle of friends through e-mail.
"I've learned enough to exchange e-mail. As I imagined, it's a lot of fun."
One of Hiwako's e-mail pals is 83-year-old Nobutsune Tanaka, the oldest computer user in the village.
"I look foward to see if I receive replies to my e-mail messages!"
Twice each month he attends computer class. The teachers are local volunteers many of whom are beginners. However, the students find it's easier to ask questions to people they are familiar with. Today some people can even make their own web sites. Kumiko Kawaguchi is one of these novice volunteer teachers, the computer fascinator.
"The computer has motivated me to keep in touch with the others in the village."
Some people have started using their computers in their work. Fusa Tanaka uses hers to make annoucements and other documents related to her beauty shop... Fusa likes the computer so much. She's even making her own web site.
"I've received e-mail from people I don't know who saw my web site. So I've made various friends outside the village."
Yamada-mura elementary school has about 100 students. The school hopes to, by communicating the other schools through the Internet, students will gain a broad aspect of life outside of their village.
Elderly residents' blood pressure and heart rate data can be remotely monitored. The public health nurse of the village office regularly checks the data. Cameras mounted on top of the computers provide a video phone function to allow face-to-face consultation.
This high-tech village has even attracted some new residents from the big city. The Ishibashi family were interested in giving high-tech country life at try. They say that life in Yamada-mura is very pleasant.
"I can shop on the Internet so I don't feel inconvenience living here."
Technology is bringing people together and providing new forms of communication for remote communities like Yamada-mura.

（３）移住者呼ぶ メール交流
山田村中村の医師、石橋修さん（４３）は、休日には＜百姓＞になる。
一九九九年三月、家族四人で村に引っ越して来て以来、理想だった“半農半医”の暮らしを楽しんでいる。
「メーリングリストでの交流がなかったら、村に住むことはなかったでしょうね」
村の情報化が、初のＩターンとして実を結んだ。

石橋さんは東京生まれ。妻、律子さん（３９）は滋賀県出身。九三年から二年半、米・ボストンのジョスリン糖尿病センターで研究生活の後、九五年から現在まで高岡市内の病院に勤務。ここに来る前は同市内に住んでいた。
オフロードバイクで、ぶらりと村を訪れたことはあったが、情報化は「田舎だから騒がれている」程度にしか思っていなかった。が、村のことが書かれた本を読んで、興味を持つようになった。
九七年七月、全国から学生が集まる「電脳村ふれあい祭り」のＭＬに加わり、祭りに参加。初心者にパソコンを教える「お助け部隊」の一員になった。
翌九八年春からは、清水地区の農業、谷上健次さん（５２）らがＭＬに呼びかけた「ふれあい農園」にちょくちょく顔を出すようになった。家族で農作業に汗を流し、作物の成長を喜んだ。親切な村の人たちの人情もうれしかった。
人ごみより田舎がいい。子供は自然の中で伸び伸びと育てたい－－。夫婦で描いていた理想の暮らしの扉を、インターネットと、「人情」が開いてくれた。
移住の希望、住まい探し……。電子メールを通じたやりとりで、村民が温かくサポートしてくれた。

「近所のお年寄りは、野菜作りの先生。子供たちにとっては、みんな自分のおじいちゃん、おばあちゃんなんです」と石橋さんは笑う。長男の健一君（１１）も、「花粉症が治まったし、友達もいっぱい出来た」と元気だ。
そんな暮らしに入って一年半。律子さんは、「今はインターネットで買い物も自由に出来るし、不便な感じはしませんよ」と言う。
石橋さんは、大好きになった山田村に、自分のように移住する人が増えればいい、と思っている。でも、こうも思う。
「村の人間になりきる覚悟は必要。別荘感覚で来るのだけはやめて欲しい」

中央と地方 関係が逆転
「インターネットが普及すれば、中央と地方の関係が逆転します。過疎地でも仕事や買い物、銀行決済などが都会と同じように出来れるようになり、自然環境や人間性の豊かな田舎に住みたいと考える人が増えるでしょう。都市の文化が地方に入ってくれば、しばらくはあつれきもあるでしょうが、結果的には、村の共同体を活性化することにつながります。現実世界の変容こそが、本当のＩＴ革命です」

電脳やまだ村はいま １人１台生活に根付く
石橋さん一家 ２年前 Ｉ ターン「都市と差ない」

家のすぐそばを山田川が流れ、周囲は田畑が広がる。石橋修さん（４３）の一家＝中村＝は昨年１月、この地に構えた新居に引っ越した。木をふんだんに使った内装は温かみあふれ、居間にあるいろりは心を和ませる。だが、部屋では”電脳生活”が繰り広げられていた。
いろりのすぐそばにはＤＶＤプレーヤーをはじめとした音響機器がずらり。天井付近にはプロジェクターが設置され、窓のそばのスクリーンを下ろせば、ＤＶＤソフトの美しいデジタル映像が楽しめる。休日は家族で出掛け、思い出の一枚はデジタルカメラで撮影する。
妻の律子さん（３９）と長男の健一君（１１）＝山田小５年、長女真紀ちゃん（７つ）＝同小２年＝の四人家族で、一人ひとりがパソコンを持つ。それぞれのパソコンは家庭内ＬＡＮで結ばれている。
勤務医の修さんは仕事に、律子さんは友人とのメール交換などに利用。小学校から運動会や学習発表会などの催し案内が送られてくるため、メールチェックは日課になっている。昨秋念願のメールアドレスを手に入れ「村の人たちと早くメール交換をしたい」と張り切る健一君、真紀ちゃんはようやくパソコンに慣れてきた。
インターネットを通じた商品購入も定着し「ＤＶＤプレーヤーやソフト、主人のパソコンはネットを通じて購入した」と律子さんが明かす。「（ＣＤやＤＶＤの）単品は近くの店、まとめ買いは送料を払ってでも（海外の）ネット通販を利用した方がお得ですよ」とさすが主婦らしい。
滋賀県や米国で生活した経験のある石橋さん夫婦は二年前に同村へ Ｉ ターンした。「ここでの生活に不自由さは感じない。むしろ豊かな自然を楽しんでいます。パソコンがあればどこに住んでも同じ」と笑顔を見せる。
山間地ながら都市との地域格差をなくし、過疎対策にもつながっている山田村。”パソコン村”の村民はきょうも生き生きとしている。
